The strategy in the management of the public debt has been orchestrated based in three elements:

• The public deficit has been financed totally by means of internal debt, in fact, it has been considered meaningful goals for external debt reduction,
• Internal financing has been made through issuance of long-term fixed rate instruments ,and
• The external debt composition has been strengthened remarkably in terms of its cost and maturity structure, through an opportune and active policy.
